About This Project The ‘UNHCR Operational Framework: Voluntary Return of Syrian Refugees and IDPs (2025)’ outlines UNHCR’s strategic approach to facilitating the voluntary return of Syrian refugees and internally displaced persons (IDPs) in 2025.
